Shadow Operations is the first one-shot collection for the critically-acclaimed espionage and revolution RPG Spire: The City Must Fall. Each scenario is written according to a structured system which allows the gamesmaster to run them as easily as possible – and for players to rocket through the details and get to the meat of the story.

The eleven missions focus on a wide variety of topics; players are tasked with hijacking a cursed train, protecting a wedding, stealing a wizard, breaking into an infinite library, and more. Each also comes with advice on rewards for completion so they can be woven into an ongoing Spirecampaign. By breaking down each adventure into blocks of NPCs, locations, props and suggested events – and then presenting them directly to the players – these missions are perfect for convention play or for groups looking to try something new.
